Although there’s plenty of evidence that amalgamations don’t result in cost savings or more efficient service delivery, and after saying:

Ford later added he’d like to see “hopefully, 70 or 80 per cent of the population agree” with any proposed governance changes.
“If we get that, that’s great,” he said.
the Premier seems to have decided that it doesn’t matter what Niagara’s elected officials or residents think.

Knowing most of the mayors personally, I will note that the reason most of them didn’t agree with amalgamations is because most of them have read the evidence that they don’t work.
(I’m also going to note that Bob Gale wasn’t “accused” of owning an original, signed copy of Hitler’s manifesto. It was confirmed that he does.)
